Please keep Village of Kenmore and the Tonawanda's in District #140 has is presently is set. Our community makeup and needs will be better represented as one district. The NYIRC proposal destroys that.

I was very shocked and disappointed when, as a virtual participant at the Buffalo Public Hearing on 1/9/2023, I was only admitted by the host to present my comments and I was unable to hear or see any of the hearings prior to my admission nor after my presentation. As soon as completed my comments and answered questions from the Commission, the host terminated my virtual connection. My comments are in the attached file. Thanks, Felton L. Davis

I wish to comment on the 95th AD as it is structured today. The 95th AD incorporates communities on the Hudson River in both Westchester and Putnam Counties including the Town of Ossining, Town of Cortlandt, City of Peekskill and Town of Philipstown (and a few election districts in Yorktown). This is a well thought out district with many issues of continuity and similarity such as: the Hudson River and environmental concerns including Indian Point Nuclear Plant and the decommissioning of the 3 plants, other proposed energy company plans along the Hudson River, sewage treatment plants, clean-up on the river: Metro North Railroad issues: and major roads such as 9, 9A, 9D, and Taconic Parkway - all north/south highways. Philipstown is in Putnam County but I strongly believe that the residents of that town have more in common with the communities along the Hudson River since a series of mountains inhibit travel to eastern Putnam County as well as limited services from the county to Philipstown. Even the Hudson Valley Hospital seems to be the residents' medical preference. My conclusion is to keep the 95th AD as it is currently configured as you consider the Independent Redistricting maps. As a resident of North Salem, I believe my town has more in common with Westchester County than it does with Putnam County. I see no reason to be separated and isolated and urge that North Salem remain in the NYS 93rd Assembly District it now occupies. Sincerely, William J. Morin, Jr.

Charles Nesbitt, Vice Chair Attention: Submissions, Independent Redistricting Commission 250 Broadway, 22nd Floor, New York, New York 10007 Dear Hon, Jenkins, Chair and Hon. Nesbitt, Vice Chair, I write to express my strong opposition to the Commission’s draft plan that would move portions of the East Sixties, Sutton Place, Roosevelt Island and other parts of the east side into Assembly District 36 in Queens. The draft proposal clearly violates several New York State Constitutional districting requirements. Specifically, the draft (1) is not contiguous and compact; (2) fails to consider pre-existing political subdivisions and communities of interest; and (3) defies citizens’ reasonable expectations of rational line drawing. Even the location of an Assembly District Office is complicated by this irrational two-borough district plan. Will the Assembly Member have a district office in Manhattan and Roosevelt Island to serve the needs of the extraordinarily high percentage of seniors in Community Districts 6 & 8 & Roosevelt Island? Manhattan and Queens residents may hold vastly different positions on important matters of public policy, including but not limited to congestion pricing. The various communities of interest on both sides of the East River face different issues regarding housing, tax policy, transportation, open space and other matters. The draft proposal would create practical difficulties in the provision of governmental services. A defining element of the East Side’s neighborhood character is the presence of numerous medical and research facilities with sprawling, densely populated campuses. Among those institutions directly impacted by the proposed new lines are: Hospital for Special Surgery, New York Presbyterian/Weill Cornell, Schwarzman Animal Medical Center, Rockefeller University and Cornell Tech. Manhattan elected officials have years of experience and expertise in addressing the compatibility of these institutions with surrounding residential areas. How effective will a Queens Assembly Member be in this regard? I and my neighbors successfully beat back a similar proposal involving City Council districts this past summer. While the law and the process may be different, the essential concepts of good government and rational line drawing remain the same. I strongly urge you to scrap the draft plan and not create a two-borough district. I would like to see the rural counties of the state with population less than 60,000 kept whole as much as possible in your efforts. If it is impossible to keep them whole, the most they should be divided is into 2 assembly districts. If possible counties with similar rural characteristics like Fulton and Montgomery counties should be kept together in one assembly district. The state department of education has HFM Boces. This is a group from Hamilton Fulton and Montgomery counties joined together by the NYS department of education for the purpose of sharing purchasing and other services. I would like to see you use that as a guide of an example of 3 counties with similar background and needs. And there for similar needs of representation in the assembly.

I’ve been a resident of New Castle for the past 31 1/2 years and in that time, New Castle has always been in the 93rd Assembly District. For close to 31 years I lived in Millwood, and now reside in Riverwoods, which is in the Mt Kisco section of New Castle. I’m an active member of my community and am very familiar with the surrounding municipalities. New Castle is very interconnected with our nearby town of Mt Kisco and it would be difficult to be in separate Assembly Districts. We share fire department services, water services, in addition to other services. As a resident of Riverwoods, I’m particularly concerned with the Fox Hollow waste treatment plant. New Castle and Mt Kisco have entered into an agreement that MK will provide a permanent solution to the failing Fox Hollow waste water treatment plant that services the Yeshiva and Riverwoods. The closest early voting location to New Castle is located in Mt Kisco. There is tremendous overlap in the communities when it comes to shopping districts, parks and community events. In short, we’re tightly joined, and should remain so. The Town of New Castle Town Board passed a resolution in opposition to the Draft Assembly Redistricting Plan proposed by the IRC regarding the 93rd Assembly District with which I’m in complete agreement. I ask that you please keep New Castle where we belong, where we’ve always been, with our neighboring towns in N Westchester. I believe the present maps in effect for the 2022 Assembly elections should be adopted in substitution for the draft plan. Thank you, Randee Glazer
