This state senate map has a population deviation of just 1.18%, a mean-median bias of 1.96%, and reflects the growth of minority voting blocs in Queens and Brooklyn by adding an Asian majority district in each borough. It also maintains most district cores, as 48 out of 63 districts consist of at least 50% of a current district (slightly less than the 52 in the NYIRC's proposed maps). It unites similar Hudson River communities, keeps the Adirondack region together, and keeps similar upstate economies together as well.

Dear New York State Independent Redistricting Commission: I appreciate your efforts throughout the past year in these difficult times to work on the process of drawing districts for Congress, State Assembly and State Senate in as fair a way possible. I have enclosed here New York's 11th congressional district which includes all of Staten Island and much of Southern Brooklyn including the neighborhoods of Bay Ridge, Bath Beach, Bensonhurst, Dyker Heights and Sunset Park. In the district I have enclosed based on a variety of factors tried to create the 11th congressional district on what the intentions of the New York State Independent Redistricting commission was. I looked at economic issues, cultural patterns methods of transportation along with giving all racial groups the opportunity fairly participate in the political process in the 11th congressional district. I also wanted to continue to have the 11th congressional district familiar to the different groups in it as over the past 40 years over 80 percent of the 11th congressional district in previous forms of it have been in the same district as this was something listed in the criteria used to draw district lines. Along with these factors I have listed I wanted to keep the 11th congressional district as compact and as contiguous as possible as the district I have enclosed here would create a district which meets those criteria's as fairly as possible as based on the data I enclosed. My most important thing I focused on in creating the 11th congressional district was it shall be drawn not to discourage competition and the process of favoring or disfavoring incumbents of political parties or political candidates of either party. Based on this the 11th congressional district I have created this would give equal opportuntity to anyone from either party to seek this office and discourage favoritism. In closing, I would hope to anyone who may read this of importance would look at my proposal attached for the 11th congressional district and use it anyway to help with the arduous process of which not only this district but also all new congressional boundaries are drawn. I thank you very much for your time and commend each member of the commission on their efforts in this process.

The "Least Change" proposal, similar to what was done in Wisconsin to maintain the districts in relatively the same location, size, and shape. The biggest changes were done upstate, which had to eliminate a district due to Census reallocation.

Has 8 Even Districts, 18 Democratic (in combined 2016/2020 PVI mode) 13 Majority-Minority Districts, according to districtbuilder.org (where I made it). Has a Population deviation tolerance of 5%.

Proposed Congressional Map of New York contains precinct assignments and a picture of the map on the second sheet. Good compactness score Creates 12 highly competitive districts. States across the country have been erasing competitive districts we should be creating more. Populations are within the very tight window of variation from ideal population, size not off by more than 350 people per district. Maintains majority minority districts: 3 Black and 3 Hispanic majorities and 1 near Asian majority like in the last map Districts are not perfect, some minor tweaks could be made on the edges. Overall map is highly effective.

As you can see from the attached map, the Rockaways is a Peninsula, Surrounded by Jamaica Bay, the Atlantic ocean, and connects to Nassau County at the east end. As a Peninsula we have special issues such as but not limited to coastal Erosion, (Because of storms from the 2 large bodies of water), Transportation (2 bridges to accessing the peninsula), An education. We need to keep our collective voice By keeping our current district format. Rockaway Peninsula must remain part of one congressional district. Only this way in the Rockaways be served properly. Keep a united Rockaway and not a divided Rockaway.
