I am submitting this communication to show and support to the opposition proposing redistricting plans to change the boundaries of the 16th Congressional District. Separating this district into NY 14 and NY 16 would be devastating and reduce the voice of this Sound Shore community. I wholeheartedly concur that changing the boundaries would NOT benefit our communities but rather make it impossible for our local officials to interface with the Federal Government with a common voice regarding big issues that we face all too often such as flooding. Currently the Town of Mamaroneck and the Villages of Mamaroneck and Larchmont have had a long history of working together as we share many services such as EMS, sanitation, recreation, community counseling, capital improvement contracts and a school district. I agree this community deserves to have a single voice to represent our unique and mutual interests. As a 20+ year resident of the Village of Mamaroneck I would like to ensure that my voice is heard and implore you to REJECT this proposal to redistrict the 16th Congressional district. Please do not split Mamaroneck into two congressional districts - I am a 50 year resident. We are one community with shared interests. From nursery school to retirement, Mamaroneck residents share schooling, religious services, cultural events etc - we act at ONE - to disrupt this is pointless and destructive.

Dear Mr. Imamura, Mr. Martins and Honorable members of the New York State Redistricting Committee, I am strongly opposed to the current maps that have been presented for congressional redistricting of the Town and Village of Mamaroneck and the Village of Larchmont. We, as residents of the Sound Shore, have long shared congressional representation. To deprive us of that now will severely diminish our voices and needs from consideration in Congress for the next decade. It is important not only to understand the close working relationship and governmental interconnectedness that exists within our tri-municipal boundaries, but the fact that all of the Village of Larchmont and the majority of the Village of Mamaroneck lie within the Town of Mamaroneck. The Town of Mamaroneck and the Villages of Larchmont and Mamaroneck have a long history of sharing municipal services such as EMS, library, community counseling, sanitation, recreation, capital improvement contracts and equipment, as well as sharing a school district. Our local governments often present our shared needs to our congressional representative as a tri-municipal entity to best represent us, the residents of the Town and Villages, and secure federal support. My primary concern with the proposed plan is our separation into two congressional districts. This partitioning will make it more difficult for our local elected officials to interface with the federal government to meet our needs. It dilutes our voices and makes it harder to get attention for the issues that matter specifically to us in the community. My secondary concern is that, since the entire area is within the Long Island Sound watershed, all of our storm water flows into Long Island Sound, and our sanitary sewers flow into either the New Rochelle or Mamaroneck Valley treatment plants. Separating the Sound Shore communities in two congressional districts would undercut potential regional solutions and inter-municipal cooperative programs to comprehensively address storm water and sanitary sewer issues and regional flooding. These common interests and the need to work together to address shared environmental matters that impact the Long Island Sound mean that, to be successful, these joint efforts frequently involve federal money and common representation. In conclusion, these proposals disregard the common goals, shared identity and long-standing collaborative efforts in many areas of mutual concern for residents of the Sound Shore. We deserve to have a single voice represent our collective, unique, mutual interests. Again, I strongly oppose the proposed boundaries for the 16th and 17th Congressional districts and urge the Commission to reconsider this proposal. Thank you for your time. I live in the Village of Larchmont. It makes no sense to link us and the Village of Mamaroneck with the Bronx and even parts of Queens. I urge you to keep the entire Village of Larchmont, the entire Village of Mamaroneck and the entire Town of Mamaroneck in the same Congressional (as well as Senate and Assembly) districts, and to make those districts part of other Westchester County districts, so that the people who live where we live may be properly represented by our government representatives. I am updating an earlier upstate Senate map that I provided. This one is designed to mesh with the Plan A Senate map produced by the IRC in December, so that its districts 1-37,39, and 40 are untouched. The district numbered 38 in my plan here contains only Putnam County, and the portion of Westchester County to the north of districts 39 and 40 in the IRC Plan A. You can see the full details of this plan at: https://districtr.org/plan/87313 Relative to my earlier upstate redistricting, this also has some other changes that bring the populations in each district closer to equal, without ever dividing any of the 49 smaller counties in the state (those smaller than the standard Senate district size). The maximum deviation from this standard size is 5.5%

I have been living in Tompkins County 9.5 years. This county should not be in the 23rd district. It has never had representation in the US House of Representatives. In fact, its representative, Tom Reed, has been openly hostile to the county, and to Ithaca, in particular. Tompkins County is the only majority Democratic county in the 23rd, so its interest will never be considered by any elected representative in the Southern Tier's 23rd district. Tompkins County has no place in the 23rd district. It should be in the 22nd district.

The fact that you do not even have a "Location" category that fits where we live illustrates the problem with the proposed district map. For 10 years my wife and I have lived (and we still live) in postal Larchmont but in the Town of Mamaroneck in the Sound Shore portion of Westchester County. We previously lived, with our children, for 40 years, in the Village of Larchmont, all of which itself is part of the Town of Mamaroneck. Furthermore, the Town of Mamaronck also includes about 2/3 of the Village of Mamaroneck. None of us live in The Bronx (although my wife grew up there, and I went to college there, both many decades ago), and our problems are typically not closely related to the problems faced by many residents of The Bronx. I have served on various Village of Larchmont and Town of Mamaroneck boards and committees for over 35 years, and, for the last 5, I have headed the Town of Mamaroneck's Planning Board. Accordingly, I am very familiar with how things work around here. The main point is that the entire Town of Mamaroneck, including the entire Village of Larchmont and the entire Village of Mamaroneck, even the 1/3 of that Village that is not in the Town of Mamaroneck, are effectively governed as one coordinated area, and the entire population of all three should remain in one and the same Congressional (as well as Assembly and Senate) district. Furthermore, we should be in governmental districts the residents of which have problems similar to ours, which would involve most of Westchester, but not most of The Bronx, so that we may be properly represented at all levels of government, just as the residents of The Bronx should be in districts which have representatives that will represent them and deal with their problems. Thus I urge you to keep the entire Village of Larchmont, the entire Village of Mamaroneck and the entire Town of Mamaroneck in the same Congressional (as well as Senate and Assembly) districts, and to make those districts part of other Westchester County districts, so that the people who live where we live may be properly represented by our government representatives. We are writing to you today to express our opposition to the currently proposed congressional redistricting plan to split the Town of Mamaroneck and the Village of Mamaroneck into two separate congressional districts (NY14 and NY16), and separate the Sound Shore communities who have long shared congressional representation. I am writing to express how strongly I disagree with the IRC's proposed maps for Southern Westchester. Specifically, splitting the Town of Mamaroneck into two separate districts. The tri-municipality of the Town of Mamaroneck, Village of Mamaroneck, and the Village of Larchmont, has long functioned as a single political unit. Splitting us in two, and having parts of the Town and Villages joined with areas of New York City for purposes of representation, is a grave disservice. The Westchester Sound Shore is a cohesive community with interests distinct from those of the City. I urge you to reconsider this plan and keep Southern Westchester united.

Dear Members of the Independent Redistricting Commission and New York State Legislature: It has been informed by a local resident that there is a possibility that my neighborhood would be redistricted into that of the Bronx and Queens. As a concerned citizen of Westchester County who feels strongly that the state’s next Congressional District map should not join portions of Westchester to the Bronx and Queens. I do not believe that a single Representative can adequately represent the diverse interests of three counties in a conglomeration of urban New York City and suburban Westchester as drawn in Plans A and B for District 14. I understand that the task of map drawing has been difficult for the Commission and continues to be, but I do not want the Commission to dilute any Westchester votes in this manner, and for the next ten years. I live in Larchmont within the Town of Mamaroneck in the county of Westchester. I understand that the current redistricting plan would split the town into two or even three different districts. I ask that this not be done, for two reasons. First, it will be confusing to residents. Second, it will dilute our residents’ voice when it comes to seeking Congressional help with issues of particular importance to our town, including flooding. Thank you for your consideration.
