    Why is there no hearing in Yonkers? As the largest city in Westchester County, I think it should a hearing. Please see attached testimony

    I strongly support the SULORNGROK congressional map because it keeps Orange County whole and connects our county with Sullivan and Rockland.

    We all would like to think a documentary film is factual, but, before the director even begins to film, the choice of film and lens has already skewed reality. Thus it is with redistricting. Anything but a set of random, computer-generated district lines is inevitably bound to disenfranchise someone. Nobody would benefit from any other action this committee could take.

    To: New York State Independent Redistricting Commission From: Dr. Selma K. Bartholomew, Bronx Resident of Congressional District 16 Date: November 8, 2021 Re: Congressional District 16 Thank you for your service. I am writing to note my disapproval in the proposed Redistricting Maps for Congressional District 16. I am a resident of the Bronx and disappointed with the proposal to remove the southern Westchester from Congressional District 16 and moving the border lines North. The communities of the Bronx and areas including Mount Vernon are close knit communities. Many members of the Bronx have family members who also live in the Mount Vernon and Southern Westchester. The latest census counts failed to capture the overwhelming and shared interests of the people within Congressional District 16. I am writing to ask that our communities remain united. The proposed map fails to consider the economic issues—specifically the current median household income for those in CSD 16 is less than $75,000. The proposed map fails to consider how the dollar circulates in the community. Families spend money grocery shopping within both sides of the Bronx and Westchester borders which include the local Stop and Shop, Targets, Restaurants etc. Why should our resources and economic interests be divided? The proposed redistricting map fails communities of color. Most importantly, the united communities of CSD 16 have shared “Quality of life” goals and concerns which require leadership who understand, represent those issues and who are able to advocate for those needs. The communities in Congressional District 16 have shared quality of life concerns include affordable housing, improving schools, sanitations, water quality, safety, and developing an economic agenda to move our communities into the future with an investment in STEM jobs.     We recommend that Westchester County be kept unified. Our higher education public institutions as well as BOCES service all of Westchester residents, including WCC and Purchase College. Students of all ages throughout the county trust these institutions that are closely idenfied with Westchester County. Westchester is a distinct county where individuals and families from a multitude of countries, languages, religions and beliefs have made it their home. They receive services at all levels of government based on the commitment of the elected officials of WEstchester to this diversity and inclusion. For CD16, I recommend that Coop City be dropped and NR and Pelham back be put back in and have the district extend to Carmel and Brewster. The rationale would be that New Rochelle and Pelham are natural extensions of the soundshore area, and there are major commonalities between our villages and towns all along the soundshore including bilingual healthcare services that are offered. In addition the state family court in New Rochelle serves the populations including New Rochelle and Mount Vernon.  Public transportation is another important factor given the fact that Metro North trains and the Bee Line system go north to south, and the highways are also drawn north to south. There are no contiguous street grids that connect New Rochelle or Pelham to the Bronx. There is great importance in recognizing the southern border of Westchester as a natural border as we have vastly different sales tax, property and income tax structures in Westchester from the Bronx. This map also better unifies CD 17 as a Hudson Rivertown congressional district.  We recommend that CD 17 be a Hudson Rivertown congressional district, including White Plains, down to the border of Yonkers with the Bronx allowing the congressperson to represent the community at either side of the river. This discreet area comprises individuals and families who share major commonalities, including the provision of biligual and bicultural healthcare services and transportation lines that travel north to south. In addition the working population uses the public transportation to travel from home to work including the Bee Line and Metro North. There are not-for-profit organizations that serve the community from White Plains all the way to Tarrytown, Sleepy Hollow, Ossining and Peekskill. The Mario Cuomo Bridge also ties these communities together. Where flooding occurs on either side of the river, it would be most impactful if one congressperson represented both sides of the river to address mitigation.

    Dear Commissioners I have been a resident of the Village of Dobbs Ferry for 33 years. My husband and I moved here from NYC because it was important to us to live and raise our children in the river towns community. All of these towns shared a connected history and now face similar issues, including the need for affordable housing, infrastructure maintenance, access to public spaces and pressures stemming from development. We are connected not only by train lines, but by a true sense of community. I serve on the Boards of two not for profit entities that seek to improve the well being of members of our communities, and the members of each of those Boards reside between Dobbs Ferry and Briarcliff Manor. I write to urge that the entirety of the Town of Greenburgh and the communities along the Hudson River, from Hastings through Peekskill, be included together in CD 17. Thank you Patricia Truscelli

    I live in the 16th Congressional District. I have lived here for the majority of my 56 years. Because we share many of the same needs, it is essential that the Bronx and Westchester remain intact in the 16th. Education, the environment, food equity, mental health, healthcare, and housing are all issues that need to be addressed and keeping our district intact will better ensure positive changes, that will impact and help so many of us, can happen.
